The process of implementing a proactive security plan begins with a Security Survey or Needs Assessment.  The assessment process utilized in this study analyzes and identifies potential vulnerabilities to attack of the facility and operations.  Specifically, internal and external threats and possible sources of liability to the organization are examined.  Upon completion, the written report will identify those vulnerabilities and issues that are best resolved by the adoption of certain policies and procedures and hardware if necessary.  The results of this study provide both logical and systematic approach to actual or perceived problems by solving and mitigating the most serious vulnerabilities first.  It is neither cost effective, nor practical to attempt to provide 100% protection for any enterprise.  Security recommendations must stay within a reasonable cost/risk range and remain below a level of sophistication that would impede the functional goals or the organization.

Accepting the fact that each building and district has its own culture that generally reflects the community it serves, many issues can be resolved by staff development and changing the way business is conducted.  A hardware solution is often more expensive and is generally valuable only for documenting the incident after the fact.

We believe strongly in a proactive approach, implementing proven crime prevention methods and strategies that include Crime Prevention by Environmental Design (CPTED); and utilizing an “all hazards approach” to contingency planning in partnership with local public safety officials.  The standards and recommendations of the United States Department of Homeland Security and Michigan Department of State Police Emergency Management & Homeland Security provide a baseline for development.
